How a supported accommodation project is classified under the NCC depends on its scale and the level of support provided on site. Smaller shared arrangements are often treated as class 1b, similar to a house used for a small number of residents, while larger or more intensively supported developments may fall under class 3, which applies to buildings with a higher level of shared facilities and support. Getting the classification right early affects fire safety, access and structural requirements right through the design.
Most of these projects need a Development Approval from council for planning matters under the Planning Act 2016 and the local planning scheme, followed by a Building Approval from a private certifier once the design is finalised. Where the project is funded or delivered as NDIS Specialist Disability Accommodation, the design also needs to meet the relevant SDA design standard categories, which sit alongside, rather than instead of, the NCC and QDC requirements.
