How it works on the Gold Coast
Commercial and industrial buildings are assessed as class 5 to class 8 (and sometimes class 9) under the National Construction Code (NCC), with additional requirements under the Queensland Development Code (QDC). Most commercial builds need a Development Approval (DA) from the City of Gold Coast for the planning aspects, such as use, height and parking, under the Planning Act 2016 and the Gold Coast City Plan. Some fitouts and minor works may qualify as accepted development, meaning you can skip the council DA step and go straight to Building Approval.
The Gold Coast's building mix runs from standalone warehouses in industrial estates around Yatala and Nerang through to high-rise, mixed-use towers around Southport, Surfers Paradise and Broadbeach, combining retail, commercial and residential space in the one structure. High-rise and mixed-use buildings bring additional NCC requirements around fire separation between uses, egress from multiple levels, and structural performance against the site wind classification, which is often higher on exposed coastal sites. Once planning matters are resolved, we assess your building plans against the NCC and QDC and issue the Building Approval before work starts, then carry out inspections through construction and issue the Certificate of Occupancy at completion.

Send your drawings
Send us your architectural, structural, hydraulic and fire plans, along with any Development Approval conditions already issued by the City of Gold Coast. We will tell you early if anything is missing.
Assessment and Building Approval
We assess against the NCC and QDC, including fire safety, access, structural adequacy and wind loading, and issue the Building Approval so construction can begin.
Inspections through the build
We travel from Brisbane to carry out staged inspections appropriate to the class of building, checking structure, fire separation, essential services and accessibility as the work progresses.
Final certificate
Once the building passes final inspection, we issue the Certificate of Occupancy, which you need before opening or occupying the premises.

Do all commercial buildings on the Gold Coast need a council Development Approval?
Not always. Some commercial fitouts and minor works qualify as accepted development under the Gold Coast City Plan, meaning you may only need a Building Approval from a private certifier rather than a full council DA. We can tell you which path applies once we see your plans.
Does a high-rise building need different certification to a standard commercial building?
The class of building under the NCC may be similar, but high-rise and mixed-use towers bring extra requirements around fire separation between uses, egress from multiple levels, and structural performance for the Gold Coast's wind region. We factor this into assessment and inspection planning.
How long does commercial certification take?
Timeframes depend on the complexity of the building, the completeness of documentation and the number of inspections required. We typically move quickly once drawings and any DA conditions are in hand, but we do not promise a fixed number of days.

Yes. We manage assessment, approval and every required inspection from our Woolloongabba office, travelling to the coast as needed, so there is no gap in service from not having a Gold Coast branch.
