A new swimming pool needs a Building Approval before construction starts and a final certificate before it can be used, the same as any other structure on your property. How pool approval works on the Gold Coast
As your private certifier, licensed by the QBCC and regulated under the Building Act 1975, we assess your pool design against the National Construction Code (NCC) and the Queensland Development Code (QDC), then issue the Building Approval. Many residential pools qualify as accepted development under the Gold Coast City Plan, so a separate council Development Approval is often not required, though larger pools or those on constrained sites may need one.
Gold Coast pools bring their own site conditions to check. A pool on a canal or waterfront block often sits close to a seawall, retaining structure or pontoon, and we look at how the pool shell and any earthworks interact with those elements as well as with council setback and easement requirements. On low-lying land near the Broadwater or the canal estates, acid sulfate soils are common, which affects excavation and dewatering during construction. The pool barrier must comply with the Queensland pool safety standard, covering fence height, gate self-closing and self-latching mechanisms, and non-climbable zones, and on many coastal blocks the barrier also needs to work around existing retaining walls, decks and pool fencing at the water's edge. Assessment and approval

Final certificate
Once the pool and barrier pass inspection, we issue the final certificate.
