How building approval works here

A private certifier, licensed by the QBCC and regulated under the Building Act 1975, assesses your house plans against the National Construction Code (NCC) and the Queensland Development Code (QDC) and issues the Building Approval. Which planning scheme applies to the site depends on the council area: Sunshine Coast Council administers the Sunshine Coast Planning Scheme 2014 for areas including Maroochydore, Caloundra, Buderim, Mooloolaba and Nambour, while Noosa Shire Council administers the Noosa Plan 2020 for Noosa Heads, Noosaville, Coolum and Tewantin. Many new houses on a standard residential lot in either area qualify as accepted development, meaning they can go straight to a certifier for Building Approval without a separate council Development Approval.

That said, this region has more sites that fall outside "standard" than a typical Brisbane suburb. Coastal blocks around Mooloolaba, Coolum and the Noosa waterways can sit under coastal erosion, storm tide or flood overlays that affect minimum floor levels and siting. Hinterland and acreage blocks around Maleny, Montville and the ranges behind Nambour often carry bushfire hazard overlays and steep slope conditions, both of which can change footing design, access requirements and, in some cases, trigger a council Development Approval before building approval can proceed. Wind classification also needs an early check, since exposed coastal and elevated sites are more likely to fall into a higher wind category (N or C) than an equivalent inner suburban lot.

We assess against the NCC and QDC, factoring in wind category, bushfire and flood requirements where relevant, and issue the Building Approval.

Stage inspections from Brisbane

We travel to site for the mandatory inspections at foundation, slab, frame and final, scheduled around your builder's program.

Final certificate

Once the last inspection is passed, we issue the Form 21 Final Inspection Certificate so the home can be occupied.

FAQs

Does my beach house need special approval because of flood or erosion risk?

Many coastal blocks near the water or the Noosa waterways carry a coastal erosion, storm tide or flood overlay, which can affect minimum floor levels and siting. We check the relevant overlay against your plans as part of our initial review, and this may mean council input is needed alongside building approval.

Do hinterland properties need a bushfire report?

Sites around Maleny, Montville and similar hinterland areas often sit under a bushfire hazard overlay, which can require a bushfire attack level (BAL) assessment and specific construction detailing. We flag this early so your design and budget account for it.

Is my project assessed under the Sunshine Coast Planning Scheme or the Noosa Plan?

It depends on the council area. Sunshine Coast Council covers Maroochydore, Caloundra, Buderim and surrounding areas under the Sunshine Coast Planning Scheme 2014. Noosa Shire Council covers Noosa Heads, Noosaville and Tewantin under the Noosa Plan 2020. We confirm which applies before assessing your plans.

Do you inspect on site if you are based in Brisbane?

Yes. We travel to the Sunshine Coast and Noosa for every mandatory stage inspection as a standard part of the job. You get the same certifier throughout, whether the site is on the coast or up in the hinterland.
