Principal Certifier: what they do and how to choose one
Every building project in New South Wales that needs a Construction Certificate or Complying Development Certificate also needs a Principal Certifier. This post explains what a Principal Certifier actually does, when you need to appoint one, and what to look for when choosing who takes on the role.
What a Principal Certifier is
A Principal Certifier (PC) is a registered certifier appointed before construction starts, under the Building and Development Certifiers Act 2018. Their job is to oversee compliance through the life of the build: carrying out the mandatory critical stage inspections, holding the compliance documentation, and, when the building is complete and compliant, issuing the Occupation Certificate.
The PC is not the same as the certifier who issues your Construction Certificate or CDC, although in practice it is often the same firm, which keeps one point of contact across the whole project. What matters is that the appointment is formal and happens before work starts on site. Building without an appointed PC in place is a compliance gap that can cause real problems later, including at the Occupation Certificate stage.

When you need to appoint one
You need a Principal Certifier appointed before any work starts on a project that has a Construction Certificate or a Complying Development Certificate. This applies to new homes, most renovations and extensions requiring approval, granny flats, pools, and commercial or industrial fitouts and new builds. You do not typically need a PC for exempt development, since that category of minor work does not require approval or ongoing inspection.
How to choose the right certifier for the role
A few things are worth checking before you appoint someone as your Principal Certifier:
That last point matters more than people expect. A certifier who has only ever worked in compliance can be quick to flag an issue and slow to help resolve it. A certifier with a construction background is more likely to find a practical fix that still meets the standard, which keeps your build moving.
Can you change your Principal Certifier partway through a build
It is possible to change the Principal Certifier during a project, but it is not something to do lightly. A new PC has to pick up the compliance history from the previous certifier, including inspection records and any outstanding items, before they can responsibly continue overseeing the build. This can add time and cost, and occasionally means re-inspecting stages the new certifier was not present for. It is one more reason to spend a bit of time choosing carefully at the start rather than treating the appointment as a formality.
What homeowners often get wrong about the role
Some homeowners assume the Principal Certifier works for the builder, or that their job is simply to sign off whatever the builder presents. Neither is accurate. A PC has independent statutory obligations under the Building and Development Certifiers Act 2018, regardless of who is paying the fee, and is required to act on non-compliant work when they find it. A good PC will still work constructively with your builder to resolve issues, but their obligation is to the compliance of the building, not to keeping any one party happy.
